What is the Manitoba Provincial Nominee Program (MPNP)

The Manitoba Provincial Nominee Program (MPNP) is an economic immigration program that assists Manitoba meet its labour market needs and prioritizes economic development within Manitoba. Specifically, Manitoba seeks skilled workers, business individuals and their families with the intention for them to successfully settle and establish themselves economically in Manitoba as permanent residents. The program makes it easy for individuals to settle and economically contribute to the province of Manitoba.

How does the Manitoba Provincial Nominee Program (MPNP) work

In order to become a provincial nominee, you must first receive a nomination from the province of Manitoba. If you receive a nomination, then you and your spouse or common-law partner, as well as any dependents, may have the opportunity to apply for permanent residency in Canada. Please note that the Immigration, Refugees and Citizenship Canada (IRCC) make the ultimate decision on all permanent residency applications in Canada. Therefore, it is essential that you make sure you are eligible for this program and meet all of the requirements.

The Manitoba Provincial Nominee Program (MPNP) offers nominations for skilled workers with qualified work experience. Furthermore, in order to apply for the MPNP, you may apply on your own or with your employer. As previously mentioned, under the MPNP, there are three different ways that you can apply for permanent residency in Manitoba. It is recommended to understand all of them before applying for the one that best suits you.

Streams under the Manitoba Provincial Nominee Program (MPNP)

There are three different streams that you can apply for under the Manitoba Provincial Nominee Program (MPNP). Below, I will list and describe the different streams in detail.

Skilled Worker

In order to apply under this category, the applicant must submit an ‘Expression of Interest’ which includes several questions for eligible candidates to answer. This entire process is completed online and no documentation is submitted prior to submitting the profile into the ‘Expression of Interest’ pool. All eligible candidates will be placed into a pool and will also receive a score based on the answers provided. Depending on your final score, the MPNP will then rank you based on several different factors. If you, by chance, are one of the highest-scoring candidates, then you will be invited to submit an application to the MPNP.

Under the Skilled Worker category, there are two pathways one can pursue, which also use the ‘Expression of Interest’ system. The two pathways are:

Skilled Workers in Manitoba

In order to qualify under this pathway, you must either be a qualified temporary foreign worker with proper authorization or an international student who has graduated form a Canadian educational institution. Both the temporary foreign worker and the international student graduate must be currently working in Manitoba and have been offered a valid job offer in a full-time and permanent position from a Manitoba employer. For this specific pathway, individuals are not required to go through the points-based system in order to determine their eligibility.

Skilled Workers Overseas

Unlike the Skilled Workers in Manitoba pathway, the Skilled Workers Overseas pathway does require the applicant to go through the points-based system in order to accurately assess the applicant. These applications are accepted from skilled foreign workers who establish a strong connection with the province of Manitoba. These connections can be made either through their family or friends (Manitoba Support), past education, employment (Manitoba Experience), or by an invitation of the MPNP (Manitoba invitation). The applicant, in any of the aforementioned circumstances, must also score a minimum of 60 points in accordance with the five eligibility factors which are age, language ability, employment experience, education and adaptability.

Business Investors

This stream is intended for individuals who would like to conduct business within Manitoba. In order to qualify under this program, the applicant must go through the ‘Expression of Interest’ system. Through this system, the applicant will submit an intention to apply through this program and thus, the most qualified applicants will then be invited to apply for permanent residency in Canada.

Farm Strategic Recruitment Initiative

This stream is intended for individuals with farm business experience and who also obtain sufficient capital to permanent reside in Manitoba and to duly operate a farm in the province. The Farm Strategic Recruitment Initiative (FSRI) was created as a rural economic initiative under the Manitoba Provincial Nominee Program (MPNP) specifically for Business.
