If you choose to take this route you will need to submit your application through the Ministere de l’immigration et des Communautes culturelles du Quebec.
If you are a Temporary Resident in Quebec you can still apply under the Canadian Experience class if you show and prove that you intend to live outside of Quebec should you receive an Invitation to Apply.
All of the experience that you have acquired within Canada will be taken into account as long as you plan on living outside of Quebec.
