Employers are really reluctant on the new LMIA process to hire applicants whose situations are very marginal and by these we are referring to the Holiday Visa holders, the Post Graduate Work Permit, and Open Work Permit holders. 

A lot of employers are no longer willing to file an LMIA for these applications because of it's lengthy, tedious, very expensive process and duration of the actual LMIA is actually much less than if it was just 0a Non-Open Work Permit. So therefore a lot of employers are not happy about the process and not willing to hire individuals with these types of applications.
