Work permits involve many factors, such as whether the activity you are performing in Canada competes directly with the Canadian Labour Market. What this means basically has the employer attempted to hire a Canadian citizen or Permanent Resident prior to offering the job to a foreign worker? So when you arrive at the Port of Entry the immigration officer will ask certain question making sure that you do not enter the Canadian Labour and if you do you would have to apply for a Work Permit and perhaps go through a Labour Market Impact Assessment (LMIA). For example, if your activities are something that is extremely competitive in Canada and is something that Canadians can possibly do, then most likely you would have to apply for a Work Permit before you can enter Canada and do that particular activity. This is something you will need to consider before making the attempt at a Consulate or Port of Entry. If the officer believes you need an LMIA, then your employer has to demonstrate recruitment efforts which means they have attempted to hire a Canadian citizen or Permanent Resident prior to hiring a foreign worker. Once the Positive LMIA is received the foreign worker can apply for the Work Permit either at the consulate or Port of Entry depending on your country of citizen.
