Do you have a PR card that has expired while you were outside of Canada? You may need to apply for H&C arguments. There are many arguments that we can file for, but there are mainly 3 main arguments that have been highly successful.
The first is if you can demonstrate that it is in the best interests of the child for you to return to Canada. Specifically, if that child is a minor and either a Canadian citizen or Permanent Resident as well. You can argue that the country you are in might not be safe enough for the child to grow up in or perhaps the school system is not great enough, etc.
The second argument that could be made are for employment reasons. If you have exited Canada after numerous attempts to find employment in Canada and you were able to secure one outside of Canada but are ready to return now, that could be a strong H&C argument for employment reasons.
The third argument that is also very strong is if you had to exit Canada for family emergencies that were out of your control. In this case, you would need to demonstrate that you exited the country for that specific reason and as soon as the emergency was resolved, you took every possible step to return back to Canada. If you stayed outside of Canada after the emergency was resolved, Canadian Immigration may question this. The more time that elapses, the less your chances are for getting your PR card under the H&C arguments.
