Service Ontario wants employers to take step in training higher recruited Canadians. In the past you were only required to show two recruitment records however, that has changed now and you are required to provide 4 recruitment efforts on your part. The main thing that an immigration officer is concerned ?suspicious about is whether or not you reached out to Canadian citizens/permanent residents about your job posting. When recruiting Canadian citizens/permanent residents, it is important o target the minority of society such as women, youth, disabled, aboriginal peoples, and new immigrants.
Service Ontario acknowledges and promotes employers to hire a “temporary” foreign worker on the condition of guaranteeing them a future full time job. By doing this, it encourages the foreign immigrant to potentially become a permanent resident or Canadian citizen.
There is also a way in which the employer could request an exemption from the requirement to submit this transition plan if they can prove that the job posting is specialized or on a contraction basis.
