The province of Manitoba is off to a wonderful start for 2018 with their new Express Entry pathway as well as their existing provincial nominee program. Manitoba is trying its best to invite eligible candidates in order to meet their provincial labour market needs and to make their economy stronger. So far, based on the January 11 draw, the new Express Entry pathway has invited approximately 155 candidates to apply for a provincial nomination. In order to better understand how candidates are chosen, in this article, I will address more information pertaining to the new Express Entry pathway and how it affects Manitoba’s Provincial Nominee Program for future candidates.

Requirements for the New Express Entry Pathway

In order to be a qualified and eligible candidate under the Express Entry pathway in the province of Manitoba, you must have a registered profile in Manitoba’s Expression of Interest pool as well as the federal Express Entry pool. In addition to this requirement, you must also have a minimum of 6 months of recent work experience in an eligible occupation in Manitoba’s new In-Demand Occupation list. According to the province of Manitoba, the new Express Entry pathway is meant for eligible candidates who acquire human capital values. Additionally, you must also have the confirmed support in the form of a written letter from a close friend or family member who also resides in the province of Manitoba for a minimum of one year.

Start of 2018 Brings Record Low for Express Entry Draw

One of 2018’s first draws, on January 24, had approximately 2, 750 invitations for Express Entry candidates to apply for permanent residency in Canada. It is important to note that the Comprehensive Ranking System (CRS) score was cut off at 444, which is a reduction of two points compared to the Express Entry draw that was made on January 10, 2018. With the previous five draws that were made by Immigration, Refugees and Citizenship Canada (IRCC), the tie-break rule began which means that any and all candidates that had a CRS score of above 444 as well as those who scored exactly 444 would be invited into the Express Entry pool and will receive an Invitation to Apply (ITA). In this article, I will address more information pertaining to the new record lows for Express Entry draws and how it affects the Express Entry immigration system altogether.

Record Low on Express Entry Draw

Interestingly enough, the first two draws of 2018 are already lower than the previous year of 2017. The draws made in the first two draws of 2017 already set record lows; therefore, these new draws and the CRS scores are now even lower and are making new records. This is very interesting as well because in previous years, specifically in 2015, the first two draws had records of upwards of 800 for the CRS scores. Therefore, they have almost been cut in half.

The Province of Ontario has an immigrant nomination program, called Ontario Immigrant Nominee Program, which aids skilled foreign nationals who have the appropriate work experience to obtain permanent residency in Canada, specifically Ontario. Evidently, their ultimate goal is for the foreign national to successfully contribute to the Canadian economy. The Provincial Nominee Program (PNP) is very unique as it provides the most points out of all Express Entry factors for the Express Entry candidate. More specifically, an Express Entry candidate may obtain up to 600 additional points from the PNP program. As a result, they may be able to receive an invitation to apply at the next available draw for the Express Entry pool. In addition, on August 16, the government of Ontario introduced the Employer Job Offer In-Demand Skills Stream which is a pilot for workers that are in high-demand occupations with a valid job offer in the province of Ontario. Therefore, in this article, I will address the new Stream and how it affects the Ontario Immigrant Nominee Program (OINP) and Express Entry altogether.

Specific Occupations in High-Demand in Ontario

The new stream called the Employer Job Offer In-Demand Skills Stream was introduced by the government of Ontario as part of the Ontario Immigrant Nominee Program (OINP). This new stream allows the province of Ontario to nominate specific individuals to immigrate to Canada based on criteria set out by Ontario. These specific individuals can only apply to this stream if they meet all of the eligibility criteria and have received a permanent full-time and valid job offer from an employer within Ontario. Additionally, they must obtain a signed and completed Employer Form to submit as a part of the application package. The job offer from the Canadian employer must be in an eligible occupation that falls under the National Occupation Classification (NOC) Skill Level C or D. The high-demand occupations mostly fall under agricultural and construction occupations. Below is a list of specific occupations that fall under this new stream.

There are several steps that you must take beforehand as well as documents that you are required to provide. The reason for the credentials being assessed is for the Immigration officer to analyze whether your credentials can be equated to a Canadian standard. Immigration, Refugees and Citizenship Canada (IRCC) has recently announced some changes to the Express Entry Comprehensive Ranking system. These changes include gaining additional points for having a sibling within Canada as well as additional points for proven French ability. In addition, another very important change to consider is for candidates who do not have a qualifying job offer or a provincial nomination, they will no longer have to register in the Canadian Job Bank. These changes were proposed in March of 2017 but have only been introduced as of June. Although these changes are not as impacting as the changes that happened in November of 2016, they are still extremely important and informative for candidates who are applying through Express Entry. In this article, I will address the changes to the Comprehensive Ranking System for Express Entry and how these changes will affect future candidates.

Who is affected by these Express Entry Changes?

Many candidates who are applying through Express Entry will be glad to know that their scores will most likely remain the same. Due to these new changes, there will be no reduction in the Comprehensive Ranking System point’s total, unlike the changes that were introduced in November of 2016. Additionally, these new changes will benefit some candidates as any candidate with a sibling within Canada or proven French ability may be able to improve their point’s total as a result.

What is Canadian Experience Class (CEC)?

Are you currently working in Canada and would love to gain permanent residency? Do you imagine your future in Canada and do not want to leave? This can become possible through Canadian Experience Class  through Express Entry. Express Entry, specifically the Canadian Experience Class, has been created for individuals who have worked in Canada and gained skills that will assist them for future employment and hopefully will result in permanent residency. It is essentially intended to assist foreign nationals to enter Canada on factors that will ultimately benefit the Canadian economy. In this article, I will address the minimum requirements for eligibility, the national occupational classification, education expectations, language ability expectations and more with regards to Canadian Experience Class.

Canadian Experience Class Minimum Requirements

Canadian Experience Class is not designed for anyone to apply. You must have the minimum requirements in order to become eligible. For instance, first and foremost, you must have at least a year of full-time skilled work experience in Canada, within three years before you apply for CEC. If you are a part-time skilled worker, you must have the equal amount of time as a full-time skilled worker. Additionally, you are required to have gained your work experience in Canada through proper authorization; this means that if you are working in Canada illegally, then unfortunately you will not be able to apply. Language levels are a definite requirement for CEC and you must ensure you meet them for your intended job. Last but not least, you must want to reside anywhere but Quebec as they have different regulations and do not use Express Entry.

The Express Entry System is an online application process that is created to pick out skilled workers from foreign countries that are applying through one of the federal economic programs for immigration purposes. The Express Entry program helps connect individuals who want to come to Canada for permanent residency options through one of the economic programs. So if you like to obtain permanent residency in Canada through one of these programs you need to create an Express Entry Profile. Once you have created your Express Entry profile, you are entered into a pool of candidates and ranked amongst your peers that want to immigrate to Canada. Depending on how you score you may potentially get an invitation to apply, if you don’t get the invitation to apply you are able to remain in the pool for a period of 12 months. How can I start my Express Entry application?

If you meet the requirements of one of the economic programs you are then placed in pool in which you and your fellow candidates are ranked. The Candidates with the best scores are invitation for an invitation to apply. Providing false information on the Express Entry just to increase your scores or providing false documentation you could be disqualified from applying for a few years.

Invitations to Apply: Skilled Immigrants under Express Entry

The new electronic system of Express Entry was introduced in January, 2015. Before Express Entry, Skilled Immigrants needed to apply by submitting a paper-based application to the relevant case processing centre. This would often result in lengthy processing times due to the limitations of physical mail (delayed mailing times, documents lost in transition, etc). The new system of Express Entry involves submitting an electronic application online and covers the following streams of Skilled Immigrants:

  • Federal Skilled Worker Program
  • Federal Skilled Trades Program
  • Canadian Experience Class
  • Provincial Nominee Programs (limited to specified portions)

All of these Skilled Immigrant streams have different requirements in order to qualify. It is important to remember that when you first start your Express Entry application, you are not required to select a specific Skilled Immigrant stream. You simply create an Express Entry Profile. Once you have created an Express Entry Profile, you might be given an Invitation to Apply for Canadian Permanent Residence.

For many people hoping to apply for Permanent Residence (PR) in Canada, it can feel like half the battle is receiving your ‘Invitation to Apply’ (ITA). The previous system was a ‘first-come-first serve’ application process, were all PR applicants had to do was meet the eligibility requirements for one of the categories (Canadian Experience Class, Federal Skilled Worker Program, Federal skilled Trades Program, Provincial Nominee Program), prepare their paper application, and submit it before the category cap had been reached. The introduction of Express Entry not only made the PR process an exclusively online one; it also introduced a ranking system that basically resulted in PR hopefuls competing against each other to be invited to apply for Permanent Residence. Meeting the basic requirements for your category is no longer enough to receive an ITA, you have to be the best of the best.

What is considered when Invitations to Apply are issued?

The invitations to apply are awarded on ‘Express Entry Draw’ dates, which typically occur every 2-3 weeks; although there is no set dates or times for the draws, 2016 has seen a slightly more predictable draw date pattern, with draws occurring on average every second Wednesday so far this year. On these dates Immigration, Refugees and Citizenship Canada (IRCC) announces the Comprehensive Ranking System (CRS) qualifying point score, as well as the number of invitations sent (i.e. if the CRS is 470, everyone with a point score of 470 or above in the express entry pool will receive an invitation to apply for Permanent Residence), the number of invited PR hopefuls is usually between 950-1500 per round.

How Express Entry Works

Express Entry is the online application process to apply for Permanent Residence, which begins by creating an Express Entry profile. The profile is a summary of your qualifications for which you will be awarded a point score out of 1200 (600 points is the maximum score for individuals without a job offer or Provincial Nomination). If you meet the qualifications and are accepted into the Express Entry pool, then you are eligible to receive an Invitation to Apply (ITA) for Permanent Residence. The higher your point score, the more likely it is you will receive an ITA.

What is the Comprehensive Ranking System?

The Comprehensive Ranking System, or CRS, is a points-based system used to rank candidates applying for permanent residence in Canada through the newly-instituted Express Entry system.

Express Entry began in January 2015, and is utilized by foreign workers looking to become permanent residents of Canada. Interested parties fill out an online profile that determines if they are eligible, based on criteria such as what skills they possess, their work experience, language ability, etc. Eligible applicants are then added to a pool of other eligible candidates for permanent residence and ranked against each other using the Comprehensive Ranking System. The CRS assigns points based on the criteria that candidates are initially assessed on, as well as if they have a valid job offer, Labour Market Impact Assessment (LMIA), or a nomination for permanent residence by one of the provinces or territories of Canada.

Everything You Need To Know About Express Entry

What is Express Entry?

Express Entry is a very new way to permanent residence in Canada. The complete name of this is Express Entry to manage applications for permanent residence under certain economic programs. If you are a potential candidate, you can complete an Express Entry profile at any time. There isn’t any deadline on completing a profile and there will be no caps as to how many people will be accepted into the pool. From this pool of candidates, you may be chosen (only the top candidates are chosen). If you are chosen, you will be invited to invited to continue your permanent residence application. If you are invited, you have a 60 day deadline to complete and submit an Application for Permanent Residence. This application will be processed within 6 months or less.

Express Entry applies to individuals who would qualify for these programs:

  • Federal Skilled Worker Program
  • Federal Skilled Trades Program
  • Canadian Experience Class

Candidates can also be recruited from the Express Entry system by provinces and territories to enter their Provincial Nominee Program. Through this program provinces and territories can nominate people to immigrate to Canada based on their skills, education, and work experience that will contribute to the economy of that province or territory.

You do not necessarily need a job offer to immigrate to Canada. You may be chosen to apply for Permanent Residence through the Federal or Provincial and Territorial governments. By receiving a job offer your chances of receiving Permanent Residence are much higher. When you create an Express Entry profile you must create a Job Bank account, unless you have received an offer through the Provincial and Territorial nomination.

The Canada Job Bank is an online job bank, from the Government of Canada, where anyone can find job openings form anywhere in the country. It can also show you current market trends in Canada and what career fields are in most demand of new workers.

Yes, they can but temporary foreign worker (TFW) has to be in Canada and working here under a positive Labour Market Impact Assessment (LMIA). If they are working under LMIA then an employer can offer an employee a permanent job to back up his/her application for permanent residence. The TFW still have to fill online application for Express Entry for permanent residence and have to mention their job offer information.

Once the candidate has a valid job offer and it is supported by LMIA, it will give candidate enough additional points which provide them invitation to apply for next draw of candidates.
