If you have valid Study or Work Permit your spouse, common-law partner and dependent children may join you until the validity of your Study or Work Permit. This can be done through applying for Open Work Permit. This means they do not need a job offer from an employer in Canada and do not need to go through a Labour Market Impact Assessment (LMIA) and simply apply through your status in Canada.

You can either submit the application together or after you have received your Study or Work Permit, depending on how strong your application is, determines if you should submit together or separate. So if your spouse and children are you joining you and you are submitting the application together and you cannot show sufficient funds for your time in Canada this can potentially affect your application. Also, if you have all the financial means to support yourself and family members joining you, the immigration officer may potentially refuse you because he/she may believe your intent may not be temporary for Canada since all your family members have joined you.
